Dr. Patrick L. McMillan is a transformational and servant leader dedicated to equity-driven school improvement and instructional excellence. With more than 21 years of experience in public education—including 15 years in high-impact instructional leadership roles—he has consistently advanced student achievement and strengthened accountability outcomes across some of the nation’s largest and most complex school districts.
Currently serving as a school administrator in a Houston-area Independent School District, Dr. McMillan previously held leadership roles with Broward County Public Schools and Somerset Academy Schools, and Miami-Dade County Public Schools, where he supervised instructional and operational teams across multiple campuses.
His work is grounded in the conviction that the core values of any organization must reflect accountability, consistency, integrity, and sustainability. Dr. McMillan cultivates inclusive cultures rooted in collaboration and shared responsibility, ensuring that all stakeholders—students, staff, and community members—have a voice in the decision-making process.
A recognized advocate for educational equity and innovation, Dr. McMillan completed his doctoral research on Algebra I acceleration policies in Florida, focusing on gatekeeper course access and school accountability metrics. He has served on state and district school turnaround committees in Florida and Illinois, guiding underperforming schools through sustainable, research-based improvement initiatives.
As the founder of PAT Enterprises, LLC, Dr. McMillan leads a consultancy specializing in school reform, continuing education, and workforce readiness. His leadership philosophy is encapsulated in the belief that “the glass is half full, the tree makes a sound when it falls, and the elephant in the room is visible”—a reflection of his growth mindset, integrity, and commitment to transparent problem-solving.
