Founder & Owner, Patrick McMillan

Dr. Patrick L. McMillan is a systems-focused educational leader, researcher, and consultant committed to advancing instructional excellence, organizational effectiveness, and equitable student outcomes. With more than 25 years of experience in education—including service as a teacher, educational specialist, instructional coach, principal, adjunct professor, and educational consultant—he has led measurable improvements in student achievement, school accountability, leadership development, and organizational performance across public, charter, and higher education settings.

Currently serving as a campus principal in the Houston area, Dr. McMillan has extensive experience leading instructional and operational systems, developing teacher and leader capacity, and implementing data-driven improvement strategies. His leadership has contributed to significant gains in student achievement, including improved End-of-Course (EOC) performance, strengthened school culture, and increased organizational alignment around teaching and learning.

Beyond the campus level, Dr. McMillan has contributed to districtwide improvement efforts through service on school improvement and turnaround committees, family engagement initiatives, advisory councils, and innovation committees. His work emphasizes the alignment of curriculum, assessment, professional learning, and leadership systems to create sustainable improvement and long-term organizational success.

Dr. McMillan earned a Doctor of Education in Innovation and Leadership with a specialization in Leadership and Management. His doctoral research examined equitable access to Algebra I and the impact of discretionary placement practices on student opportunity, contributing to broader discussions surrounding educational equity, accountability, and advanced academic access.

As the founder of PAT Enterprises, LLC, Dr. McMillan provides leadership consulting, professional development, instructional systems design, and organizational improvement services to educational institutions and community partners. He is also the creator of the Knowing, Doing, Helping, Learning (KDHL) Framework, a systems-based model designed to strengthen implementation, continuous improvement, and organizational learning across educational and non-educational settings.

Recognized for his ability to bridge strategy and execution, Dr. McMillan leverages systems thinking, disciplined inquiry, and adaptive leadership to help organizations move from isolated initiatives to sustainable results.
