Dr. Patrick L. McMillan is a systems-focused educational leader committed to equity-driven school improvement, instructional rigor, and sustainable accountability reform. With more than 21 years in public education—including extensive experience in instructional leadership, turnaround strategy, and campus administration—he has led measurable gains in student achievement across diverse and complex school systems.
Currently serving as a school leader in a Houston-area Independent School District, Dr. McMillan has previously held leadership roles in large urban and charter systems, supervising instructional and operational teams across multiple campuses. His work integrates data-informed decision-making, structured coaching, and scalable systems design to strengthen both academic performance and organizational culture.
Dr. McMillan’s leadership philosophy is grounded in accountability, clarity, and sustainability. He cultivates inclusive environments built on collaboration, professional responsibility, and high expectations for both students and staff.
His doctoral research examined Algebra I acceleration policy and equitable access to gatekeeper mathematics courses, contributing to broader conversations around accountability metrics and course placement equity. His scholarship bridges policy and practice, ensuring that reform efforts translate into measurable outcomes.
